General Inspectorate of Road Transport informs that on the basis of the provisions of the Act of 8 December 2017 amending the act on public roads and some other acts (Journal of Laws of 2018, item 12), in particular art. 1, art. 3, art. 7 and art. 8, on November 3, 2018, the entity performing public tasks related to the collection of tolls on national roads (electronic toll) and tolls on toll motorway sections as well as the introduction, operation and development of the electronic toll collection system is changed. The General Inspectorate of Road Transport with headquarters in Warsaw is now responsible for the implementation of these tasks (address: Aleje Jerozolimskie 94, 00-807 Warsaw, NIP: 526-259-66-40, REGON 017427604). Under the provisions of the above-mentioned amending Act, the General Inspectorate of Road Transport becomes the owner of the National Toll Collection System and individual elements included in its composition, including the Electronic Toll Collection System viaTOLL.
General Inspectorate of Road Transport also takes over all rights and obligations of the General Director of National Roads and Motorways, resulting from contracts concluded with the viaTOLL system users. Starting from November 3, 2018, the General Inspectorate of Road Transport becomes a party to these agreements and will from now on implement their provisions in order to provide users with the conditions necessary to use the viaTOLL system and pay due fees.
On 2 November 2018, the contract for the implementation of the public contract for the creation and implementation of the National Toll Collection System, concluded on November 2, 2010 between the General Director of National Roads and Motorways and the consortium of contractors, expires.
General Inspectorate of Road Transport informs that the contract signed by the users with the State Treasury represented by the General Director of National Roads and Motorways, the subject of which is to pay the toll in the viaTOLL electronic toll collection system using the on-board device, remains binding. Thus, the funds accumulated on the user’s account are not lost and remain invariably for use in future toll roads. The method of payment of the fee also remains unchanged and will be carried out through on-board devices that system users have received in the course of their previous registration concluded with the signing of the contract.
Changing the electronic toll collector and the toll for toll motorway sections, introduced on November 3, 2018, does not require any additional steps on the part of the viaTOLL system user, and the funds accumulated on the user account remain to be used for future toll road tolls and highways.
