Euro Contrôle Route (ECR) is an international organization bringing together European road transport control services, cooperating to improve road safety, fair competition and working conditions in road transport. The organisation was created by the Benelux countries and France in 1999 under the Administrative Agreement on cooperation between road transport control services and the establishment of an institution implementing this cooperation (Administrative Agreement Euro Contrôle Route). The basic objective of the Administrative Arrangement has been to achieve and maintain a uniformly high level of transport safety in relation to commercial vehicles travelling in Europe. Currently, 14 European countries belong to ECR (the Netherlands, Belgium, Luxembourg, France, Ireland, the Kingdom of Great Britain and Northern Ireland, Germany, Poland, Romania, Croatia, Bulgaria, Hungary, Austria, Spain), and 2 others have the observer status (Slovenia, the Czech Republic). The Polish Road Transport Inspection joined the ECR in 2004.
Within the ECR there are three working groups: ECR-Training, ECR-Harmonie, and ECR-TWG (Tacho Web Group).
The ECR-Training working group deals with the implementation of ECR training tasks by organizing inspectors' training as part of bilateral and multilateral exchange programs as well as thematic workshops. The purpose of the activity is to improve safety on European roads by introducing uniform control procedures to improve the work of inspectors.
The ECR-Harmonie Working Group is responsible for the development and implementation of coordinated control activities between Member States and other interested parties (at least 6 joint controlling actions a year in accordance with Article 5 of Directive 2006/22 / EC of the EP and the Council of 15 March 2006 on the minimum conditions for the implementation of Council Regulations (EEC) No. 3820/85 and 3821/85), enabling optimal use of available technologies. In addition, the Harmonie group coordinates systematic information exchange between ECR Member States, including as regards infringements and penalties imposed in connection with such infringements committed by undertakings in the field of road transport (pursuant to Article 19 (3) of Council Regulation (EEC) No 3821/85 of 20 December 1985 on recording equipment in road transport and Article 22 (2) of Regulation (EC) No 561/2006). The Harmonie Group also attaches great importance to the procedures used in roadside inspections, transposition and interpretation of European legal regulations, the level of penalties in ECR Member States, striving for the application of best practices in control activities in road transport, in particular to guarantee a uniform approach.
The ECR-TWG working group is made up of representatives of ECR and TISPOL (European Traffic Police Network). The most important tasks and areas of cooperation in this group concern issues related to currently used recording devices (e.g. the issue of unauthorized interference with the recording device).
As part of ECR working groups’ activities, initiatives are taken to improve cooperation with the transport sector. An example of such activities is, among others a multilingual lexicon created to facilitate communication between drivers and officers of control services during control activities. Also the “Complaint desk”, which enables drivers and/or entrepreneurs to comment on sanctions imposed as a result of inspections and irregularities in control activities carried out by officers of control services.
